the WISHIN network.
The Wisconsin Department of Health Services (DHS) is providing financial incentives for hospitals to maximize the clinical data they share through the WISHIN network. Unlike a traditional P4P program, there is no “withhold” involved in the first year of the program. The incentives are a bonus for Wisconsin hospitals that help ensure that the WISHIN Pulse Community Health Record works for all patients and providers.
Now is the time to do your part to ensure that when other facilities’ providers make clinical decisions about your patients, they have the most complete and current clinical history at their disposal. How much is available?
$8 million to more than 150 hospitals. Per hospital incentive payments range from $15,000 to $40,000* per interface type, based on each hospital’s Medicaid claims volume (fee-for-service plus managed care).

How will this affect our hospital?
The available incentive payments vary, but on
average the payments to Wisconsin hospitals
fund approximately 2.5 years of applicable 2021
WISHIN subscription fees.
What does my hospital need to do
to earn the full incentive?
Your hospital need only be live or contracted
to share the following data through the
WISHIN network by December 31, 2021:
- Admit/Discharge/Transfer (ADT) messages
- CCDAs (electronic care summaries)
- Combination of Lab results, Pathology results, Radiology reports.
