As a part of the American Recovery and Reinvestment Act of 2009, Wisconsin received a total of $9.441 million for the planning and implementation of a statewide electronic health information exchange (HIE) network and services to enable health care providers to be meaningful users of electronic health records (EHRs) technology and promote better coordination of patient care. The statewide network would also help improve the quality and efficiency of health care delivery in Wisconsin. 

Wisconsin's Strategic and Operational Plan (SOP) outlines the approach Wisconsin will use to achieve these goals.  WISHIN, designated in October 2010 as the state-designated entity for statewide HIE governance, is responsible for implementing and updating the SOP.

The current SOP was approved in September 2012 by the federal Office of the National Coordinator for Health IT (ONC).
